The Kurdish self-administration experiment in Iraq is soon entering its twelfth year. What began as an improvised political expedient in the exceptional circumstances of the aftermath of the Gulf War, to repatriate and reassure a population of more than two million Kurds who had taken refuge on the borders of Iran and Turkey, ended in over the years and a tumultuous journey, by asserting itself as a quasi-independent and singular state.
