Hamid Kiliçaslan was born in 1948 in the village of Smaîlaxaya Qoser Mardin. The family of Smaîl Axa was the elders of the Kiki tribe. He completed his primary, secondary and high school education in Qoser. In 1969, he became a member of the Turkish Democratic Party (KPK) and eventually became one of the members of the central committee of this party.
