The Capacity Building Programme in Public Financial Management focused on four key areas: (i) strengthening the capacity of the Ministry of Finance for policy and program implementation with a view to enhancing its efficiency in economic and financial management ; (ii) strengthening the capacity of training institutions involved in the supply of skilled manpower in economic and financial management; (iii) strengthening the Indigenous capacity for policy formulation based on ownership and grounded in realities of the Rwanda context; and (iv) strengthening the capacity of the country in strategic human resources management through the establishment of the Human Resources Development Agency (HRDA) whose mission was to embody a new partnership between the public sector, private sector and civil society for long term manpower development strategies and institutional change to provide an effective response to Rwanda’s development challenges in the context of the globalization and information based world economy.
